Who called from 8564090367

These people have been calling me 3 and 4 times a day since January 4, 2013. I will not answer because I do not recognize the number. As I can see everyone else seems to be having the same problem.

i called the number back.  got a message saying number not in service

he called me 4 times in  2 days saying i won money one day , and the next saying something different. called him out on his scam and still calls.

not even my zip code. when i pick up its just breathing?? what the hell where is everyone getting my number
