If 1. Verde is a legit company and 2. I have no previous business relationship with them and 3. I did not contact them previously and 4. They are a commercial, for profit, non-political, enterprise then how are they NOT breaking the law by ignoring the Do Not Call list?

Actually, you've answered your own question: If they aren't leaving a message they haven't violated the law. They have to try to sell or promote something to violate the Do Not Call law — as long as they don't leave a message they're in the clear. Of course, if you pick up they'll probably start their pitch and break the law, but until then...
