You are correct, sir! I half considered going through with the survey just to find out. But I'm not that dedicated. (Also, I didn't want to give them any useable information if they did turn out to be a legit survey.)
Totally automated robo-call call from "Amber" at "BBC Research" allegedly for a survey about the use of social media (I say "allegedly" because there's no way of telling if this is a real survey or just an excuse to try to sell something at the end of a fake survey). Choices are 1, 2 and 3 (phone keys) and I was able to tie up the line for several minutes by pressing other numbers every time they repeated the initial question. It gave up and disconnected after the 4th go-round.
If they would have tried to sell you something at the end of the survey or tried to get you to accept a sales call from a third party based on your answers and you are registered on the DNC list, their call would be a violation even with the survey.

This "survey" called today. My wife picked up the phone just as the recording was finishing babbling away to our answering machine and disconnected. Not knowing what was going on, she tried to call back (yes, I've told her this is bad, but she didn't realize this was a scam call). Anyway, when she called back the number on Caller ID (857-239-0644) she got a private residence. That means the original caller was spoofing their Caller ID and THAT is a sure sign of a scam!
We just got this call now, too. I picked up/hung up w/o answering to break the call and prevent it from going to the machine and 'registering' that they called a valid #. Suspect it is another "Solar Panel" Spam call. We are up to almost 300 of just *this* ruse since 2/21/15 and lately the bulk of them 'come from' the 'Boston' area.. Caller ID said "BOSTON, MA"
