They called 3x, no message. I called back from a blocked number, not a working line.
Scammer for sure

I received three calls from 858-194-3176 within 20 mins. When I answer, no one responds and then they hang up. I called the number after the 3rd time and just get a fast busy signal.

Must be making the rounds. Caller ID listed the number, and "Name Unavailabl". They hung up before navigating our IVR.
