This guy uses all kinds of tricks - from wrong address mail delivery to family member in trouble to try to get the phone answered. Also he doesn't stop with one number; he calls anyone that he thinks can give him information using scare tactics. Someone should report him to the right authorities.

You too. This guy is certifiable. Not sure what outfit he works for, but if I were them I would try to keep him under control before law suits start.
