According to my call block caller id, its a mobile phone. Another post also states that it's a collection agency. When I called the number I got a recording that said I didn't have enough money to complete the call. I only get this message when I haven't renewed my minutes for the month. I have plenty of time available on my phone. By getting this error message, it appears that the phone number that called maybe spoofed.

"Another post also states that it's a collection agency." Well it certainly wasn't the other post in this thread. But if you have the name of the DC you should have posted it. In the meantime, this is the best I can do for you.

Also file a complaint with your State Attorney General's office.
