These are local numbers that automated with no message, no names, no voices and they are always from these locations with a new one FROM   Windsor CT.  This kind of 860 numbers have been calling me for over a year and never have any voices with them.   The scam is  TO make you think that it is a local ct number so you answer.  But nothing happens.
So the best thing to do is    NEVER ANSWER   WATCH THE CALLAER ID   AND IF NO MESSAGE DO NOT GIVE
THE SCAMERS ANY ATTENTION.   SILLENCE IS A STRONG HOPELESS MESSAGE
