This is a call from ConEdison solutions. Not sure why they keep calling, although I suspect it's because I changed from them as my energy provider. Likely calling to try to get me back. They never leave a message, but if you call it back the automated system will transfer you to a rep.
Just got a call from this number (9/16/15 at 3:58 p.m.). I didn't pick up, as I didn't recognize the number. I googled the number and found this thread. I am on the DO NOT CALL list, but it seems like that is for naught. Just saying...
