Well, I don't have a Paypal account! So did not respond. BE AWARE!!! SCAM!!!

That link you gave redirects to a subdomain on "comli.com" which is a domain hosted in Cyprus, and is well-known to host subdomains and webpages that contain malware, some of which contains attack / exploit software, and probably in your case, phishing. The subdomain looked like this :

where I replaced gibberish characters with the * (asterisk).
