This is a local phone number for me.  I live in Windsor CT.  They called me on my cell phone and said they wanted to give me a lower interest rate on my VISA card.  They recited last four digits, but I did not write them down.  I think this is definitely a scam.  I told the caller I don't use the card, no thanks and hung up.  I dialed back the phone number from a phone in my company and it rang as if it were a fax machine.
