We got the same calls from this number for about 3 hours straight - conspiracy theory style jibberish but enough to cause some alarm for my dispatchers, fortunately we're a communications company, it didnt take too long to track the caller down!
This number resides at the following Location:
State Of Connecticut Valley Hospital, Middletown, CT 06457
This is a mental Institution and the number he is calling from is a Coin Op Box from within this facility - I was able to get the Middletown, CT police to confirm the location and I contacted the Hospital's police dispatch...
If it persists the Hospital's dispatch number is 860-262-5555 - they should be aware of the Coin-op's location at this point...

We also looked into this number. It is a coin phone located outside of CVS Pharmacy (308 Main St Ext, Middletown, CT) about a mile from our campus. We do not have coin phones on our campus as of November 2008. They were pulled off by SNET due to lack of income from them.
This number & its location was confirmed with the CVS store manager & our local phone administration.
This gentleman has graced our call center at the Aquarium on two seperate occasions. He got a hold of our number and started calling us last October. He would call, and as the So Cal Tech person said, he just started rambling on about conspiracy theory type of stuff. We would hang up, and he would just call back. He must have called back at least 50 times (which is amazing, because he is calling from a payphone!)
The payphone is indeed located in front of the CVS listed above.
This crazy man called back again today, and started with his ramblings about the C.I.A. and the J.F.K. assassination and many other things. He once again relentlessly called multiple times in a row. I called the CVS and spoke to the manager there to verify if there was a man at the payphone that he could see. He did indeed see the gentleman at the payphone, and was aware of him and the crazy phone calls the he makes.
The manager at the CVS has been in contact with a local state trooper who is looking for this guy. He has spoken with him before, and told him to stop making the calls.
