No...big NO...it is NOT real. It is a well known scam. The IRS warns of it here.

Block the number and never answer calls from numbers you don't recognize.

Got this last year, too, and from different numbers. If you ever REALLY think the IRS is trying to get a hold of you, call them at their REAL number 800-829-1040.
