This is a call from Hartford - it's a designated line for contractors for the federal government.    It's not a spam or prankster.

Voicemail left from this number was all fuzzy & sounded like there was a faint recording in the background.  Voicemail ended after approximately 10-15 seconds.

If you have someone in the service they may be calling you from this number.  Yes it will sound fuzzy because they are so far away.  My caller could identify themselves but we could barely talk because of a bad connection all the same it was great to know that they were still alive.

Not a prank call nor a telemarketer.
