I got a call from this man who called me on whom he says is his daughter's phone. He says she is underaged and is planningon allowing his wife to press charges unless i pay half of the cancellation fee of his "daughter's" phone.

Its a extortion scam operation. Block him if you have a call blocker (device or phone) and also file a police report on extortion. There are other threads here with the same scam as well.
