Who called from 8646593164

This was a missed call. Tried calling back and never heard the phone ring but a swishing noise ( the sound of someone driving down the road with a window rolled down?) I redial end to get the same. Gave the number to hubby and he called from his phone, same noise. Thinking maybe a scammer. Would not answer this call. If someone needs to talk to you they will leave a message with the importance and nature of call.

This person or persons keep calling me.  They leave no message.  Do not know who they are,

Have no idea who this is. They have called me 4 times so far today

This number has tried to contact me twice today. This individual did not leave a message either time they attempted to call. When trying to call back, the other end of the phone call sounds like someone is in a vehicle, but no response when calling back.

Sound like static when I called back no answer
