A male foreigner has called me numerous times regarding a loan approval! I have been applying for online loans, however I was immediately turned down for all of them. Then I start receiving calls repeatedly from this number and other out of state numbers from California to Illinois! All callers are male foreigners and very demanding and unprofessional which made me skeptical! Does anyone know if this is legit?

No it is NOT legitimate. These are Indian scammers who'll tell you you've been approved but then demand some sort of advance payment. There is no loan, they want an advance payment in the form of untraceable Green Dot Money Paks or something similar. They get your money and you get nothing. Do not listen to these people and tell them if they call you that you KNOW it's a scam.
Things to remember about loans offered by phone or e-mail:
Loans
1. No reputable lender will lend you money over the phone.
2. No reputable lender will lend you money by e-mail
3. On-line lenders are nothing more than conduits for another loan scam.
4. Advance fees for loans are always illegal. At least in most American states.
5. If you want to borrow money, go to an established brick and mortar lender that has been around awhile.
6. If you receive a call from someone with an Indian accent either a. threatening you or b. offering you something, you know it’s a scam and you should hang up immediately.
7. These people are predators, the calls are not random, they have information that they have bought from various sources and know your financial history. If you have ever taken out a pay-day loan, they have all your information. They know who they are calling. They like to pick on women, single mothers, the elderly and members of the immigrant community. Also, those who might be in financial difficulty.

You have the right to hire an attorney. If you don't have/can't afford one then the court will appoint one for you.

Just read this carefully. Does it even sound like someone with intelligence (let alone an attorney) wrote it?
Vague - your name name given - "within a couple of days" (how official)- they are notifying you BUT when you are found guilty at the court house (which one??). Hear from you within 48 hours of the date of this letter - what date?? You get the idea!
