That'll learn 'em. They are probably spoofing numbers and calling you from India, or if not, they are just out and out scammers have no reason to comply with the DNC. It is good to make a complaint, and also to be pro-active in either blocking the calls, not answering call from unknown numbers/locations/names on your CID. Or do some reading about your rights and maybe taking legal action if that is your thrill. The legal route may not work if the the calls are coming from outside the US, and no parent company is located here. Good Hunting, and keep checking back!

These people just won't give up. Day after day after day. I don't know what they want because I don't answer calls that say unavailable. I hope that the people who are trying to get the phone companies to give us ways to block these pests forever are successful soon. Consumer's Union is one that is trying.
