I got a call from a web site said was a girl that wants to do hangouts and i want to make sure it's not a scam!

Websites don't call people, so without more information than that its difficult to advise you on if its a scam, considering you haven't said anything other than some girl wants to hangout. I suspect its either an advertisement for that website or a scam. But thats only an assumption based on your post.
