It looks like a spoofed number to me.

I have programmed the following message on my phone and when an unknown call comes in this is what they get...
" I don't answer unknown phone calls! Identify yourself & leave a voicemail & I will call you back! If you do not leave a message you will be Blocked! "
Since I have started doing this my calls have dwindled to a few calls a week from several calls per day! This number got the message and they are blocked!
