That is the Texas Car Title place. If you do not have an account with them then they are calling you in reference to somebody who has not paid their bill. Whenever you get a loan from those people you have to put references down and if they're asking you about somebody who you do not know then that means either 1 of 2 things. 1) You just recently got a new phone and the number you have now is directed with the person they are trying to get ahold of. Or 2) the person getting the car title loan made up a number and it just happened to be your number.
