This number is a number made to trick people into thinking the owner is located in the US, in reality the owner is located in Nigeria. There are multiple sites where you can find out how to use Google Voice outside of the US to gain access to a US telephone number.

Beware of anyone requesting to send a purchased item to Nigeria. If you are not sure, call the number and if it is a Google Voice number, it is most likely a scam. Same goes for MagicJack numbers.
