Mobile Number Tracker says that the call originated from UTTAR PRADESH and that the mobile operator is TATA DOCOMO.  Tata DOCOMO is an Indian cellular service provider on the GSM, CDMA platform.  Here are some social media links:

I realize that they are "just" the mobile carrier and will say that they have no control over their customers.  I disagree, if we bombard them enough they may disconnect this idiots cell.
