Called right at the beginning of the Super Bowl (not that I care.....they could play the game in my back yard and I wouldn't even look out the window...but the point is, it was a stupid time for a telemarketer to call!) The caller ID said Florida. We live in Medina County, Ohio. The woman with a really heavy accent, very hard to understand, wanted to survey me about health care services in Medina County. I let her talk while I remained silent so I could waste as much of her time as possible. She finally hung up. Why would someone in Florida be asking questions about Medina County?

The majority of opinion polls and surveys are out-sourced to companies that specialize in that type of calling. It is far more cost effective for a local company or government agency to hire a company than to create their own call center which is likely temporary in nature. Not every location has a local company that offers this service so they contract to out of state and out of country call centers. In addition, the agents do not have to be located at the same place as the calling equipment. The computers the agents with headsets use can connect to the calling equipment via the Internet so you can staff a temporary operation with a local office and personnel but the phone number will be that of the location of the calling equipment.
