This is a phishing attempt. "C U WEST NOTICE your CARD has been DEACTIVATED" means your Credit Union West credit card is dead and the scammers want you to call the number to reactivate the card. If you don't have a CU West card, then they are calling randomly, hoping to trick a few CU West cardholders into calling.
