They call a few days every week. Sometimes a few times in the same day. They are calling about insurance and how to get it. It is a recorded voice on my voicemail

I'm so [***] sick of these people calling me. There needs to be a one million dollar fine for [***] like these! They call everyday several times a day. They leave so many voicemails that my box is filled to capacity and can't accept new messages.
I inquired about Obama Care, now after 6 months, I'm still receiving unwanted solicitation calls for insurance. Blue Cross / Blue Shield is one. This number plus others, they call leave a voice message with no voice only "dead air" taking up my time. I called the State of Florida to issue a complaint, being that I made the first contact (even though the web contact was deleted before completion) I have no complaint, basically, I was told to deal with it!
They call several times a day, everyday. I answered today and it said I was the only one on the conference call and hung up. They called back again. They don't leave a voicemail. This is ridiculous. How do I stop it. No name or any kind of info
