I'm also in Waterloo. Just got a call from them. No one on the other end when I answered. If it was a telemarketer, they called after 9 pm which I thought they weren't supposed to do?
Call blockers were made just for this and most phones have an option to block a caller from calling again. Check your phone carrier's blocking options as well.
