CID showed "Plainfield NJ", a nearby community. Did not answer, rolled over to answering machine.... robo-voice system did not realize it was talking to another machine.  Left message about FHA loans and rebates for home improvements.  Push "x" to leave your name and phone number for a call back.  Be sure to spell your last name, and remember "rebates are given on a first come, first serve basis".

Could be a scam to get info, or could be a local contractor trying to build a calling list, but using a spoofed phone number to avoid complaints about violating DNC.  BLOCKED ! ! !
