call from this number showed as "brand new" under caller ID, so of course i didn't answer. message left was a robo-call saying "hello" (pause)...."hello" (pause)...this repeated 2 more times and then hung up.

It is Leonard Lance's Town Hall Meeting via telephone! They were trying to get people to listen in and contribute their opionions! Unfortunately the "Brand New" label was very misleading and bothersome given the plethora of scammers out there.
These people locked up my line for over 20 minutes with what sounded like a call in town meeting involving Leonard Lance (US House of Reps, NJ 7th District). I have no association with this quy, don't even vote for him. Only way we could get the line back was to call Verizon on the cell and they had to drop the call from the trouble desk. Filed a complaint with the FCC.
