It's BS... It's true solicitation at best. Best part is for the poor suckers that pay up and donate they sell there names and phone numbers to there buddies company for a $1 a Person and If you pay up to the buddies company they get $2 and then your info travels to the next buddies company....
It is indeed a "call center" hired by donation seekers. Funny thing is these "call centers" are the same ones that generate call lists with BOT Dialing programs. These call centers also sell these call lists they generate to anybody as in the real phone scammers! It's just kind of strange for a charity to PAY someone to seek donations. Either way don't think for a second any state or government agency will ever enforce a do not call list or assist you with phone scams/ripoffs! Why would they? They let the [***] happen on your TV. How many commercials so you see per day with the old buy now, $19.95 and we will double our offer [***] that DIDNT work 10 years ago and still doesn't. To many to count right. FCC does what? Not a damn thing so why would they bother with phone scams? Me, myself and I with a whole bunch of friends load our phone with all of the latest scam numbers and call them throughout the day. Couple hundred folks calling the same numbers has caused some of them to go away. A few thousand calling would be great! Some of the scam numbers as in magic jack have been scamming for years, how the hell is that possible? Oh yeah government doesn't give a [***] since they originate out of India or Africa, wouldn't want to enforce international laws and [***] some [***] countries, might piss them off! Until we learn how to make the right decisions which are usually the hardest nothing will change across the board. America land of, come screw my citizens, and we won't do [***]!
