First time I didn't answer, so they returned the call one minute later. I answered but kept silent. They kept silent but didn't hang up. After 30 seconds (against my better judgement..I know, I know) I asked them who they were looking for. They remained silent but kept the line active. At 57 seconds I hung up.
A little backstory: apparently I have the old number of a woman that was locked into applying for loans, as well as being wanted by 'bill collectors'. About three months after I got the number I was sent to Korea. I suspended the cellphone account for 7 months, until I returned. Two days after I reactivated the phone number, these [***] started to call telling me 'my loan has been approved'. When I learned best practices from this site (thank you all) the calls abated somewhat, except for periods of peak activity. I suspect I was still encouraging them by occasionally answering..the offshore call center contractors call from spoofed Washington, DC area codes, Florida, California, New Hampshire, and Texas (where I'm currently located.)
They have begun constantly texting me about loan approvals, and two days ago they texted:
'Hi (first name of old account holder), ssn-000000000 has become approved for 20k with 0 Deposit for Approval please visit (URL inserted).
Yes, these incompetents texted this woman's complete social security number to an anonymous receiver. Somebody needs to pull a FIFA on the offshore boiler room call centers, whether they're semi-legitimate or not. They are out of control.
