Got this phone call; foreign accent tell from the IRS telling me I owe thousands of dollars. Lots of telemarketer background noise. Who can trace these guys and pull their phone number?
Same kind of message . Foreign sounding accent said IRS filed a legal case. Received my return already.
I hope someone tracks these people and puts them in jail.

Most of the "IRS Scam" calls are originating in Pakistan or India.
Rather difficult for people in the USA to "pull their phone number", since they use VOIP or other methods to call.
There is a widespread IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
