Unfortunately that is a myth on the horn or whistle. Does the area code stay the same? Do you have a call blocking device? If you have a newer one that blocks area codes, block the area code. Then he can change numbers the rest all he wants, he won't get through.
Most of these calls are coming out of India and Pakistan, and most likely its a advanced fee loan scam. Advance fee loans are illegal period and in some states, so are the payday loans. Please be aware the scammers may also claim down the road that you have taken a loan and try to extort money from you that way as well!
