"Congratulations. You have reached the survey redemption rewards program......" blah blah blah. Probably a scam and unfortunately exempt from TCPA litigation.

A woman called me and offered a $100 prepaid gift card if I did a survey. I did the survey. I was transferred to another person who told me they would charge me $5.95 for the gift card. I said OK. The problem started here. He wanted to send me discount cards along with the gift card, and I could cancel the discount card after I received it. At this point I said NO, because I got suspicious of receiving a discount card that I had to cancel. I told him not to send me anything at all. He threatened me and said "Don't blame us if something happens."
You were right to be suspicious. I'm guessing the "survey" questions were all trite and meaningless. In all likelihood, all they really wanted was your $5.95 and you probably would have received nothing (and given them your credit card number), but at least you got away before it came to that.
