This is one of those scam calls. They call your number and when you say hello there is know one there. They make you feel like its a bad connection. When you call back a recording comes on and says "Hello if you want to be added to our DNC list press one. If its another number press 2. I hate this crap!

Just received a call at work from this number with recorded message saying it was Kate, a Google Plus local specialist, offering to help my business have a better Google listing.
