Called at 10:34 am Sept 2 and left no msg

Called at 11:45am.   Left no msg.

Called at 10:54am CST, left no message. Tried to call back and it said the number is no longer in service.

This idiot did leave a 2 minute message, but all he was doing was making a "drunk-like" moaning sound, as if he were trying to make sound like it was in sentences. I saved his stupid message and will help prosecute this dumbass if he's caught.
Who is this jackwagon and how do we stop him, and how is he getting by with using a "555" prefix???
