CID said "NCA Philip Rand".  I found "North Carolina A. Philip Randolph Institute" with a phone number that almost exactly matches this one.  Could be a non-published direct dial (office desk) number.  Their website is www.ncapri.org and lists them as the NC state chapter of APRI (A.  Philip Randolph Institute).
