I checked the number and it appears that this is an automated system for Duke/ Progress energy company.. giving updates on power outages in your home area etc.
We had a power outage at 2247. Because my home phone is VOIP, I tied my utility account to my celephone so I can report outages and get updates as to when power would be restored.
They called my celephone at 0202 the next morning. The phone was in another room, so the ring didn't wake me up.
What's curious about the call was they didn't leave a message about the power being restored or an update as to when it would be.

As Ryan stated, it is Duke calling regarding a power outage. In my case, they did leave a voice mail indicating the power outage in my area, when it occurred, when it was restored, and how many homes were effected (5400 clients)
