I just got this call, and thought it might be from this guy I know.  I live in Oakland, CA.  Anyway, my cell dropped the call midway through some automated voice asking about prepaying to accept the incoming collect call.  I called the number back but there was only silence; no ring or anything.  So I googled it and here we are.  It's a SCAM!
