This is a VoIP number, outbound only, which is why when you call it it just disconnects. They aren't paying for inbound traffic so it doesn't terminate the call at all. Clearly some type of auto dialer software/phone spam garbage. Report them if you can, but that would mean you have to pick up the call when they call you and find out who they are. Best of luck :)
