I am pretty sure this is a collections agency - possibly specializing in government debt, such as student loans etc. The problem is mostly that they refuse to leave a message - so you don't whether it is concerning you or someone else (like a previous phone # owner). If you know the name of these guys - this is a good place for us to document things.
