Scammers buy (and sell) numbers or "leads" as they call them.  Also, they used computer dialers.  They simply program the machine to dial all numbers within a set of numeric perimeters.  They then harvest the "live " numbers and then the actual callers go to work.  Bottom line:  Simply ignore and block the calls.  And don't pick up on call numbers you do not recognize.

i am on the National Do not Call list and I am still getting these freaking calls,  no message left,  GROW THE HELL UP AND STOP [***] CALLING ME

Perhaps you should take your own advice and quit "YELLING" at a website that has nothing to do with your calls.
