This number literally came up on my caller ID as " Illegal Scam" . I was not jumping for joy trying to answer it.

Criminals who do not want callbacks will sometimes spoof a number that is not-in-use.

There is a rumor that at least one small TSP (Telephony Service Provider) is assigning "ILLEGAL SCAM" as the Caller ID Name (CNAM) to some of its not-in-use numbers so that people who see the number and name on their Caller ID display are forewarned.

We need the BIG telephone companies to start doing this as well!

Illegal scam is what it said in called ID. I'm not stupid the machine picked up.
