This is some scam saying they're calling on behalf of Edison, and they're trying to save you money on your electric bill. Then try to get you to say certain phrases and numbers, presumably so they can record your voice saying it and use it for something shady.
Called at 9:18 AM on 2/16/17. Usual few rings and hang up, no message. CID showed San Juan Cap. Get regular calls from this location using different numbers. Another pest now blocked.
They call all the time and never leave messages. If you call back they do not answer. I believe it is some sort of scam so I blocked the number. What the hell happened to the DO NOT CALL LIST?? What a joke! I get more calls now than I ever did!
