They call family, friends, and neighbors to create panic and embarrassment so that their intended victim calls them and they can scare that person into paying their extortion money.
Discussing what they did with you is a clear violation of the law.

I received a call from an unknown number, and they said I had a civil complaint filed against someone I know, so I stupidly called the number they gave me with the file # they also gave me. It had been a long day, and I just wasn't thinking clearly. They told me all about this other person's supposed debt, gave me their name, birthdate, last 4 SS#, and address. All I gave them was my name, thankfully. They said this was debt owed on a card opened in 1995, not paid since 2007. They threatened to sue or put a lien on the house. This debt does not exist, and if it had existed, it would be well past the 6-year statute of limitations in my state. They called again today, and I told them to send a summons in person if they're suing and to stop calling me, because I am not the person that owes this nonexistent debt. I blocked their number from calling me again.
