It's [***], the DO NOT CALL list doesn't apply if they aren't selling anything over the phone. Since it requires an in person meeting to complete the sell (They are calling offering free estimates) they, like the million others, are exempt from the do not call list... same for fund raisers or anyone doing estimates or something that requires a in person visit to complete.

Go to the FTC/DNC site and read. If you are unhappy with what you read, opt out.
Your report will go into the trash can just like most others. A company can call you if the intended and ultimate purpose of that call is to arrange a face to face meeting with you and a representative of that company, for the purpose of an estimated cost. As long as no attempt is made to close the sale over the phone, It is infact legal.
