Called and no message left, on DNC list

Called this evening, left no message.  Called the number back and nothing identifiable with their message.

Caller Id said, AMERICAN.  Left no message on my answering machine.  I just blocked the call.

Caller hung up after machine answered - caller ID listed as "AMERICAN".
Obvious phish.scam
When is that NO-CALL-LIST going to start working???

This number called me twice this week. I live in Hawaii and do not know anyone in Banning, CA. Call went to voicemail and no message left.
