I never pick up calls from outside area code. If they are legitimate business they would leave a message. Only scammers call and call when a call goes to voice mail over and over.
Just got call from this number. CID says P.A.L California. The scammer is trying to make you think it is from the Police Action Activity League or some such. The give-away that it is a scam is that the call comes from a area code not your own. I have donated to the local police department. An officer calls from a local exchange, gives his name, says I can go the City's web-site and check it out.
BEWARE of cold-calls soliciting for "charity". A lot, perhaps most of these are outright scams, or done by organizations that donate only a small fraction of what they collect, and pocket the rest.
