Um ... how is a change in laws going to stop scam/spam calls?
There are already several laws on the books, and the criminals ignore them!
How about suggesting something that works!
The FTC and top communications companies are meeting, to determine what they can do to stop robocalls and other illegal calls. Here is a link to a frequently updated page, showing the history and progress of their initiatives, as well as recent Congressional bills:
