...  I was on my other line and heard call waiting, so I quickly switched just to make sure it wasn't someone who emergently needed me in my volunteer work, and all I heard was silence and then a male recorded voice about some sort of department, and I hung up.  I had listened in against my better judgement, so it's on me, won't happen next time.  It's just that so often, people will move from one state to another and they don't change their cell phone number, which makes it hard for me to guess if it is a scam caller or someone who really needs my help.  This time, I gave in.  Ah well.

Just out of curiousity I called back, but from my anonymous prepaid burner cell phone.  The first time, I got a guy with an extremely heavy foreign accent and a lot of background and electronic noise, probably Hindi, with the kind of background noise that indicates a boilerplate room.  I deliberately told him "I can't understand you, you have a heavy foreign accent, who is this" and he hung up.  The next time, I got hung up on.  The third time, it was a horrible connection with gurgling and electronic noise, so I disconnected...  So it's a roomful of scammers who are intensively trying to rip lots of Americans off, relayed from somewhere other than America.  Don't answer it!  There are no complaints here yet, so it must be a newly spoofed number and I wanted to put in a warning.

A man was on the other end of the line with a terrifying  recorded voice warning me that "this is the IRS'" this if your final notice that the IRS if filing a suit against you"  The IRS does not call you, they communicate by mail..

It is a scam.

The IRS does not initiate contact via a phone call, they first send postal letters.
The IRS does not threaten arrest.
The IRS does not demand immediate payment over the phone.
The IRS does not ask for Credit card, Debit card, or prepaid money card information, at all.

It is a scam ran by offshore criminals attempting to trick you into sending them money.
