The call is a recorded message and the tone is very aggressive promising to help make you wealthy, just press the number "1" to find out how. If this guy isn't selling snake oil nobody is.
In my opinion if a company is not willing to obey the law and calls even if one is on the "Do Not Call" list than that company or person is not honest. If you are willing to commit a crime you are a criminal.
